According to reports, the proposal was presented in a confidential paper circulated among EU governments. The document argues that the bloc should provide stronger incentives to maintain progress toward enlargement and encourage reforms among aspiring members.
“To sustain the momentum of enlargement and advance European integration, strong and attractive incentives are needed,” the countries said in the document.
The plan reportedly supports a merit-based approach that would allow candidate countries to gain incremental access to the European single market depending on their progress in meeting EU standards and regulations.
The suggested framework, described as “systematic sectoral integration,” would enable Western Balkan nations to gradually join specific EU programs and policy areas as their legal and economic systems become more aligned with those of the bloc.
Reports said the proposal includes wider participation in sectors such as transportation, energy cooperation, digital markets, competitiveness initiatives, and access related to critical raw materials.
